Police

Includes Patrol, Detectives, K-9 Units, Community Relations, Police Administration, and Police pension costs.

DPW

Includes solid waste & recycling, roads and road repairs, vehicle fleet maintenance (including MTPD vehicles), stormwater management, maintaining public property, including beaches and more than 70 parks across town, Leaf and Brush Collection, storm response, and Middletown Recycling Center.

Insurance

Includes Liability, Medical, and Workers Compensation Insurance.

Debt Service

Includes costs associated with larger Township projects and purchases, such as Public Works major road repair and reconstruction, drainage projects, as well as Fire Department and EMS equipment and vehicles.

Utilities

Includes standard utility costs for gas, electricity, water, sewerage, telephones, Internet, etc.

Fringe Costs

Includes employer taxes and leave payments.

Finance

Includes financial administration, budget preparation and oversight: Tax Collector's Office, Tax Assessor's Office, Purchasing Department, and Payroll functions.

Pension - Non-police

Includes State-mandated public employee pension costs.

Reserves

Includes funds for taxes that are not collected by the end of the year and tax appeal refunds.

Inspections

Includes Building Department, Code Enforcement, and inspection services such as housing, plumbing, electrical, fire, etc.

Capital Improvement Fund

Includes funds set aside for smaller capital projects. This fund enables the Township to do certain projects without taking on debt, even though it would be permissible to do so. This also provides down payment funding for larger capital projects that authorize the issuance of debt.

Fire

Includes the Fire Department and supports a volunteer fire service consisting of 11 independent fire companies, almost 500 members, and approximately 30 pieces of fire vehicles and apparatus.

Administration

Includes overall Municipal administration: Human Resources, Insurance Administration, Mandated Equal Employment Functions and ADA Compliance. Oversees all employee training programs.

MIS

Includes IT functions and oversight for Police IT, Network Security Record retention and archiving, Internet, website, and phone support.

Professional Services

Includes funding for the engagement of outside professionals for the annual audit, legal, and engineering services.

Court

Includes Municipal Court functions that are State-mandated such as judges, prosecutors, and Public Defender offices.

Shared Services (Receiving)

Includes shared service functions that the Township pays other entities to perform such as Dispatch, Health, and SCAT.

Shared Services (Providing)

Fair Haven CFO/Tax Collector, BOE Fuel & Solid Waste/Recycling, Millstone Assessing, Howell QPA, Schools, and Special Law Enforcement Officer Class IIIs.

Recreation

Includes management and oversight of all Recreation programs and events and use of facilities, full and half day summer camps, a Pre-K program, Poricy Park Nature Center & programs, and the Middletown Arts Center.

Health

Includes regular inspections of food service and food sale businesses, enforcement of State health codes, Animal Control, overseeing well and septic permitting, and Communicable Disease Management.

Clerk

Includes the Official Record Keeper for the Township, the Passport Office, and registrar services for marriage and death certificates, issuance of parking permits, and managing and overseeing all elections and polling places.

Planning

Includes professional planning support to the Township Committee, Planning Board and Zoning Board, Management of Affordable Housing units, and Federal CDBG home rehabilitation programs.

Volunteer Incentive/Management

Includes modest retirement program for volunteer Fire and First Aid members. Volunteers must qualify annually by responding to calls and participation in Fire Company, and First Aid Squad activities.

First Aid

Includes volunteer First Aid and rescue services for the Township currently provided by 5 independent squads.

Uniform Fire Safety

Includes Fire Marshal services: Annual inspection of businesses and other hazardous uses, investigating all causes for fires and follow up with law enforcement when needed for suspicious fires.

Judgments/Settlements

Includes funds set aside if judgments or settlements arise out of litigation.

Municipal Services Agreement

Includes funds set aside per State law for reimbursement to multi-family townhouse and condo developments for certain Municipal services, such as snow plowing and street lights.

Grants

Matching funds that may be required for future grants. Awarded grants - Senior Center, Sustainable Jersey, and DWI.

Emergency Management

Includes all part-time staff who work hand-in-hand with Police, DPW and Administration to oversee and manage disaster preparation and response, as needed.

Township Committee

Includes five-member governing body.

Contingencies

Includes miscellaneous unanticipated expenses.
